譴責警方瀆職之聲明 / Statement of Condemnation towards Police Misconduct

鑒於本月二十七及二十八日在元朗及香港島之事件,本會強烈譴責香港警方瀆職怠法。

 

首先,警方不當並過度使用催淚彈。片段顯示於七月二十七日有催淚彈被擲至民居簷篷,其後更證實為老人院,此舉對無辜之長者造成無法估量的身心傷害。而七月二十八日警方於民居內使用多枚催淚彈,多位小童遭殃。 童叟無不受傷,實在令人髮指。

 

其二,警方公然打壓香港之新聞自由。記者被多次要求離開現場,所受之暴力甚至可與示威者相及,如催淚彈、橡膠子彈及強光照射。警方「明火執杖」並非執法,卻是剝奪港人人權。 

 

其三,本會質疑香港警方是否能保持政治中立。網上廣傳照片及影片顯示警察大喊挑釁字語並辱罵示威者及記者,甚至對之豎中指,更粗暴推倒站於警方與示威者之間年邁的調停者。上述劣行令人質疑警方能否恪守政治中立之立場。

 

再者,警方選擇性執法,對港人展示雙重標準。其七月二十一日對於元朗白衣恐怖分子,警方竟要遲達三小時才能夠抵達現場,當晚更無拘捕任何暴民。相反,七月二十七日於同樣地點內,對於部份手持長傘的示威者及圍觀之市民,警方卻迅速派出速龍小隊衝入站內毆打市民及示威者,多名市民血流滿臉,亦有人不醒人事。更荒謬者,有警員之警棍配備絕非官方裝備的金屬環。警方隨後撤退並沒有拘捕任何人,是令人懷疑其目的為純粹洩憤,濫用私刑,而非公正執法。

Regarding the events in Yuen Long and Hong Kong Island respectively on 27 and 28 July 2019, we strongly condemn the misconduct by the Hong Kong Police Force.

 

First, the excessive and misuse of tear gas caused more harm than necessary. Footage has proven one of many tear gas bombs has been thrown to the roof of a residential building on 27 July, which was in actuality an elderly home. Tear gas continued to cause harm near residential areas on 28 July, and several children became the victims of these chemicals. We can only imagine the physical and mental harm inflicted upon those innocent senior citizens and children.

 

Second, the attempt on obstructing press freedom was unacceptable. The press has been told to leave repeatedly and was subjected to similar, if not the same, level of violence as the protestors, for instance, tear gas, rubber bullets, flaming bombs and strong flashlights. This is a blatant deprivation of human rights.

 

Third, we are doubtful of the police force’s ability to remain neutral. Photos and videos circulating have shown police officers shouting provoking words and insulting language at protestors and the press, showing obscene hand gestures and roughly pushing mediators standing between them and protestors until they trip and fall. These are all unacceptable behaviour that raises the question of whether the police force remains neutral.

 

Fourth, there is skepticism regarding law enforcement by the police. On 21 July, the police arrived three hours late to Yuen Long Station where a group of white-clothed mobsters were violently assaulting passersby, and without carrying out any arrests. As for 27 July, the police arrived quickly to the same scene and herd the crowds armed only with umbrellas using truncheons without warning until protestors fainted, passersby with their head split and blood running down their cheeks, without any ability to resist. What is more infuriating is the fact that truncheons were found to be equipped with metal rings. No arrests were made, enforcing the skepticism that all actions by the police were lawful and just, personal reasons disregarded.

聲明:譴責元朗暴徒恐怖主義行為及警察之嚴重過失 / Statement of Condemnation towards the Violence from Armed Mob in Yuen Long and Inappropriate Responses from the Police Force

鑒於七月二十一號晚各區發生的社會衝突,本會對於警方濫權過分使用武力嚴重違反專業操守,以及元朗的恐怖主義行為,痛心疾首,在此予以嚴厲的譴責。

 

眾所周知,二十一號夜晚十一時左右,元朗西鐵站出現白衣暴徒持棍及刀殘暴毆打路過的無辜市民,導致最少三十六人被送院。暴徒襲擊在地鐵站內的示威者,連孕婦亦無法倖免,一度失去意識,其意圖散播恐慌的無差別襲擊可謂與恐怖主義無異。

 

當晚較早前,一連串的示威發生於香港島。對於相對和平的示威者,警方報以三十六發橡膠子彈及催淚氣體,實為不恰當之舉。是次事件中有多名市民因催淚彈或橡膠子彈受傷。甚至有影片顯示有警員無視元朗市民致電求助,並拉下警局鐵閘。令人質疑其刻意讓暴徒施然離去,與之同流合污。基於這些片段,本會強烈懷疑警方於元朗偭規錯矩,未有為無助市民提供協助或拘捕任何暴徒。     

 

本會對傷害無辜市民及示威者的事件切齒拊心,亦強烈要求警方對港人清楚交代當日事件之始末,並追究違反職業道德的警察,以及將元朗的恐怖分子繩之於法。

Regarding the violence from the armed mob in Yuen Long and the inappropriate responses from the Police Force in Yuen Long and Hong Kong Island; we, as pharmacy students and future healthcare professionals, strongly condemn any use of unnecessary violence towards innocent citizens and urge the Police Force to conduct thorough investigations and arrest any and all involved entities.

 

On the night of 21 July 2019, violence was witnessed in Yuen Long. Innocent passersby were attacked ruthlessly with metal and wooden rods, causing at least 36 people to be taken to hospital. The attacks were not aimed at any particular targets and were widespread in their acts of terror. Even pregnant women were the victims of their violent attacks until they helplessly fainted.

 

Earlier that day, there was a series of protests occurring on Hong Kong Island. At the concerned time, the protestors were relatively peaceful, and yet, they were faced with tear gas and 36 rubber bullets. The firing of tear gas and so many rubber bullets were unnecessary against a group of unarmed peaceful protestors. Many were injured in the process, from being affected by the chemicals in tear gas to being hit by bullets. As for the violence in Yuen Long, there have been photos and videos documented that suggest the police blatantly ignoring the distressed calls for help from threatened passersby and allowing the mobsters to leave without consequences. In light of this, we strongly doubt the reason the police chief named for the lack of aid and arrests in Yuen Long.

 

We are pained to see more protestors and innocent citizens injured due to unnecessary violence, both by the police and the mobsters. We strongly urge the police to clearly inform the citizens of Hong Kong the details of the series of events on 21 July, to take full responsibility of any and all unnecessary violence from the Police Force, and to arrest all involved parties who are guilty as charged.

聲明:支持香港執業藥劑師協會就去信行政長官及警務處處長有關警方使用催淚彈及胡椒噴霧之建議 / Statement of Support towards the Practising Pharmacists Association of Hong Kong for Suggesting More Rational and Cautious Use of Tear Gas and Pepper Spray

香港執業藥劑師協會(PPAHK)於二零一九年七月三日下午舉行新聞發布會,表示去信行政長官林鄭月娥及警務處處長盧偉聰,呼籲警方不要隨意採用催淚彈及胡椒噴霧,避免無辜市民受害。香港執業藥劑師協會主席鄭綺雯指出,該會近期接獲超過50宗主要來自中年人士及長期病患的查詢或投訴,有指相關人士並沒參與示威,在上班或逛街途中受到催淚彈及胡椒噴霧波及,感到不適。雖然警方聲稱催淚彈或胡椒噴霧對健康人士之效果僅為暫時性;但鄭主席強調,並沒有科學研究反映上述化學物質對長者、兒童、孕婦、及呼吸疾病患者之影響屬輕屬重,尤其對化學物質過敏之人士,嚴重者可致昏迷、窒息,甚至死亡。

 

故此,香港執業藥劑師協會呼籲:警方必須在合理及迫切之情境下,才能使用催淚彈或煙霧彈,以減低對民眾和示威者之健康威脅。本會亦十分贊同,警方應「先行疏散現場及附近群眾」,並嚴謹遵循警方守則及迫切性,充分考慮現場環境及附近人士之安全。倘若警方減少使用催淚彈和煙霧彈驅散示威者,示威者使用化學武器還擊的情況亦相信會因而減少。

 

作為未來的醫護人員,我們絕不希望任何無辜市民因為警方或示威者使用化學物品而受傷。我們認為使用化學物品驅趕示威者時必須和示威者保持安全的距離,避免接觸到眼睛、口等高危的身體部位以及顧及附近群眾的安全。我們希望只有在用作停止衝突,並且不會傷害到市民的情況下,才可使用催淚彈及煙霧彈等化學物品。

 

本會謹代表香港大學藥理及藥劑學系學生,支持香港執業藥劑師協會(PPAHK)之倡議,呼籲警方謹慎使用催淚彈及胡椒噴霧,亦不希望示威人士以化學物品反擊。

The press conference held by the Practising Pharmacists Association of Hong Kong (PPAHK) on the afternoon of 3 July 2019 stated the organisation’s intention of writing to Chief Executive Carrie Lam and police chief Stephen Lo. The president of the organisation, Iris Chang, claimed to have received more than 50 complaints from bystanders who have been affected to varying degrees by the use of tear gas and pepper spray. It has been noted that the use of these chemical agents may cause temporary strain on normal activities for healthy people, and may cause adverse effects on those who are allergic to such substances, causing temporary unconsciousness, difficulty in breathing or death.

 

In light of this, PPAHK has advised more cautious and rational use of tear gas and pepper spray, and should the police force deem it rational and necessary to use them, the evacuation of shops and citizens nearby before the use of these chemical agents to prevent further harm done on bystanders in similar events thereafter. It is believed that the cautious use of tear gas and pepper spray will also minimise the use of similar chemical substances as retaliation by the protestors.

 

We, as future healthcare professionals, do not hope to see any citizen injured due to any irrational use of chemical agents, including but not limited to the use of chemicals without the suggested safe distance, the use of chemicals on body parts that may cause casualties, and the use of chemicals such that bystanders may be affected. Should any chemical agents be used, we hope that such measures are the necessary ways to solve the intended conflict, and that no abuse of chemical substances will be afflicted upon citizens.

 

We, as pharmacy students from the University of Hong Kong, hereby show our support towards the suggestion made by PPAHK. The widespread and irrational use of any chemical agents, either by the police force or the protestors, should not be encouraged due to the harmful nature of these substances.
