Regarding the events in Yuen Long and Hong Kong Island respectively on 27 and 28 July 2019, we strongly condemn the misconduct by the Hong Kong Police Force.
First, the excessive and misuse of tear gas caused more harm than necessary. Footage has proven one of many tear gas bombs has been thrown to the roof of a residential building on 27 July, which was in actuality an elderly home. Tear gas continued to cause harm near residential areas on 28 July, and several children became the victims of these chemicals. We can only imagine the physical and mental harm inflicted upon those innocent senior citizens and children.
Second, the attempt on obstructing press freedom was unacceptable. The press has been told to leave repeatedly and was subjected to similar, if not the same, level of violence as the protestors, for instance, tear gas, rubber bullets, flaming bombs and strong flashlights. This is a blatant deprivation of human rights.
Third, we are doubtful of the police force’s ability to remain neutral. Photos and videos circulating have shown police officers shouting provoking words and insulting language at protestors and the press, showing obscene hand gestures and roughly pushing mediators standing between them and protestors until they trip and fall. These are all unacceptable behaviour that raises the question of whether the police force remains neutral.
Fourth, there is skepticism regarding law enforcement by the police. On 21 July, the police arrived three hours late to Yuen Long Station where a group of white-clothed mobsters were violently assaulting passersby, and without carrying out any arrests. As for 27 July, the police arrived quickly to the same scene and herd the crowds armed only with umbrellas using truncheons without warning until protestors fainted, passersby with their head split and blood running down their cheeks, without any ability to resist. What is more infuriating is the fact that truncheons were found to be equipped with metal rings. No arrests were made, enforcing the skepticism that all actions by the police were lawful and just, personal reasons disregarded.
